It might be correct to claim that a WWW site is only as good as its links. Certainly, the core concept of the "web" is illustrative when it comes to understanding the role of links on a website. You use links to connect your page/site with related sites, thereby expanding the scope of your site beyond the limitations of its own content. Links demonstrate the interconnectedness of concepts and institutions. Links are also used to provide a means to navigate within a single page that is more effective than using the scrollbar. Web-pages are different from paper pages in that web-pages have no length limitations. A single web-page could go on and on and on....
Links can be external or internal. A link is "external" that connects one page to another page. The two pages could be part of a single website, or it could be a link between a page in your website and a page in somebody else's website. Most websites are made up of more than one page. A link is internal that allows the browser to navigate within a single page - from one section to another, back to the top of the page and so on.... In each case, the principle is identical. A chunk of text and/or an image is selected, and a link is made by identifying the destination a browser will travel to when that part of your website is selected. Anyone looking at a website can readily identify the links on your page because (a) they show up as underlined, and (b) the Navigator cursor changes from an arrow to a hand when placed over the link. In general, you should avoid using underlining as a tool for formatting words or sentences because of the way that WWW browsers use underlining to assist readers to identify a page's links.
