The Globe and Mail quoted Dr. Owen Lo, a professor in UBC’s Department of Educational and Counselling Psychology, and Special Education, about the gifted program in Toronto schools.
Lo said that in large cities, like Toronto and Vancouver, racial lines are often noted in gifted programs since some cultures focus more on their child’s academic achievement.
